Axel Rifon Pérez

Axel Rifon Pérez is an ICT Policy Specialist within the Transport and ICT Global Practice. He joined the World Bank in 2012 and has been involved in several e-Government operations across different regions and countries, especially in Africa (Burkina Faso, Gabon, Kenya, Somalia) and in Latin America and the Caribbean (Antigua and Barbuda, Colombia, Peru, Mexico). He is currently co-leading (co-Task Team Leader) an e-Government project in Burkina Faso project as well as the Somalia ICT Sector Program. He also participates actively in Djibouti (e-Government and Public Sector Modernization) and South Sudan and Comoros ICT projects covering public policy, digital connectivity and infrastructure (using PPP) and digital government and platforms.

Axel has also worked on Open Data agenda leading to operations in Burkina Faso, Peru and Antigua and Barbuda, conducted Open Data Readiness Assessments in client countries and supported Open Data for Development Network from the World Bank side to ensure collaboration and leveraging new open data initiatives across the regions. Working with IOM, UNDP and the World Bank Identity for Development Program (ID4D), he recently completed an ID Systems Assessment Report in Somalia looking at Digital ID initiatives.

Before, he worked at the Spanish Embassy in Indonesia as a trade and investment advisor. He holds a Master’s in International Business Administration and Foreign Trade (from UIMP in Madrid) and a double Master of Science in Law and in Political Sciences.
