Melanie S. Tjijenda is the Deputy Director of the Division Enterprise Software and Portal Development within the Department of Public Service Information Technology Management (DPSITM) in the Office of the Prime Minister (OPM), Republic of Namibia. The mandate of the division is to develop Enterprise Software applications for e-Government used to support the operations of the Public Service (Offices, Ministries, Agencies and Regional Councils – OMA/RCs), to allow systems of OMA/RCs to exchange data and to be deployed over the e-Government Portal as online applications for rendering of online services. She has been employed in the Public Service (Government) for the past 8 years, of which 6 years was with the Ministry of Finance as a Chief Systems Analyst Programmer responsible for the Government’s Treasury (Financial) Systems and Revenue Management Systems (Inland Revenue and Customs & Excise). She was instrumental, and took lead at times, in crafting various policies, standards and procedures both at the Ministry of Finance and Office of the Prime Minister (e.g. Information Technology Policy, Information Technology Security Policy, Change Management Policy, amongst others). She managed the projects for the upgrade and/or development and implementation of various systems projects. She currently holds an MBA in General Management from MANCOSA, an Honours’
Degree in Information Systems from the University of South Africa and a Bachelor’s Degree in Computer Science and Statistics from the University of Namibia and is a holder of various International Certifications (ITIL Expert, COBIT5, PRINCE2-Practitioner, Business Process Modelling and Reengineering, Change Management, etc.)
