Rooba Y. Moorghen
Permanent Secretary of the Ministry of Technology, Communication and Innovation

Mrs Rooba Y. Moorghen is the Permanent Secretary of the Ministry of Technology, Communication and Innovation(MTCI) in the Mauritian Public Service, providing general administrative support to the Honourable Minister in his Ministerial and Parliamentarian duties as well as supervising the day to day administration of the Ministry. A career Public Officer with more than forty years of experience in the Public Service of Mauritius including fifteen years at management level and progressively responsible for sectors relating to Health, Finance, Administrative Reforms, women and children and now Information, Communication, Technology and Innovation.

She holds a BA degree in English and French (UK), a Master degree in Public Sector Management (Commonwealth Scholarship, Jamaica), a Master in Business Administration (UK) She is also a Hubert Humphrey Fellow from the University of Washington in USA where she combined graduate level academic course work, professional Affiliations, professional developments, conference attendance, speaking engagements, participation in community activities and other networking

As part of the Professional Affiliation of the H. Humphrey programme she had the opportunity to learn and share her experience at the Governor’s office and the Department of Personnel of the Washington state in Olympia, the World Bank documentation on civil service reforms in different countries with particular emphasis on the various types of evaluation methods strategies to assess the outcome, impact and efficacy of different reform programs and at the Division for Public Administration and Development Management of the Department of Economics and Social Affairs of the United Nations ( DPADM) to learn best practices on the reforms process, the celebration of the Civil Service Day and the United Nations’ Public Service Awards.
